Concession for Defaulters

This is in reference to TV advertisement on October 17, 2002, at 07:50. Wapda has announced a confessional scheme of 25 to 50% for those who are big defaulter. Once a time, name of a politician was included in Exit Control List upon the default in return of some books of library. Now a big deal has been offered to big fishes and crocodiles. Is it fair deal? I want to become a big defaulter of Wapda so that I may enjoy real fruit of corruption. Would Wapda authorities allow me to save my legitimate earning by way of default? Reasonable answer from responsible is required.
