An Ordinance to provide for the
establishment of the
Preamble.– Whereas it is expedient to provide for the establishment
of the
And whereas the Provincial Assembly of the
And whereas under Article 4 of the Provisional
Constitution (Amendment) Order No.9 of 1999, as amended by the Chief Executive
Order No.11 of 2000, the Governor of a Province may issue and promulgate an
Ordinance;
Now, therefore, in exercise of the aforesaid powers and all other powers enabling him in that behalf, the Governor of the Punjab is pleased to make and promulgate the following Ordinance:-
1. Short title and commencement.– (1) This Ordinance may be called the

2. Definitions.– In this Ordinance, unless there is anything repugnant in the subject or
context:-
(i) “Academic Council” means the Academic Council of the University;
(ii) “affiliated” when used in relation to a medical college or
institution means a college or institution affiliated to the University but not
maintained or administered by it;
(iii) “Authority” means any of the Authorities of the University
specified in section 22;
(iv) “Board” means the Board of Governors of the University constituted
under section 23;
(v) “Chairman of a Department” means head of a teaching department;
(vi) “Chancellor” means the Chancellor of the University;
(vii) “Chief Executive” means the Chief Executive of the University
appointed under section 15;
(viii) “Collector” means the Collector appointed by the Government under
section 8 of the Punjab Land Revenue Act, 1967 (XVII of 1967);
(ix) “College” means a constituent college or
affiliated college;
(x) “constituent college” means a college maintained and administered
by the University;
(xi) “Dean” means the Chairperson of the Board of a Faculty;
(xii) “Director” means the director of an institute;
(xiii) “Executive Committee” means the Executive Committee of the
University;
(xiv) “Faculty”
means a faculty of the University;
(xv) “Government”
means the Government of the
(xvi) “Governor”
means the Governor of the
(xvii) “institute”
means a teaching unit of the University;
(xviii) “medical
institution” means any school, institute, college or institution imparting
medical education or teaching health sciences;
(xix) “officer”
means an officer of the University specified in section 8;
(xx) “prescribed”
means prescribed by Statutes, Regulations or Rules;
(xxi) “Principal”
means the head of a College;
(xxii) “Professor
Emeritus” means a retired Professor working in a Faculty in an honorary
capacity;
(xxiii) “Pro-Vice
Chancellor” means the Pro-Vice Chancellor of the University;
(xxiv) “Syndicate”
means the Syndicate of the University;
(xxv) “Statutes”,
“Regulations” and “Rules” mean respectively the Statutes, the Regulations and
the Rules made or deemed to have been made under this Ordinance;
(xxvi) “teachers”
include Professors, Associate Professors, Assistant Professors, Lecturers and
research staff engaged whole-time by the University for teaching graduate,
honours or post graduate classes and such other persons as may be recognized to
be teachers by the University;
(xxvii) “University”
means the
(xxviii) “Vice
Chancellor” means the Vice Chancellor of the University.
3. Incorporation.– (1) There shall be established a University to
be called the
(2) The University shall be a body corporate
having perpetual succession and a common seal and may sue and be sued by the
said name.
(3) The University shall be competent to acquire
and hold property, both movable and immovable and to lease, sell or otherwise
transfer any property which vests in or has been acquired by it.
4. Powers of the University.– The University shall have the powers to–
(i) provide
for instruction in such branches of learning, as it may deem fit and to make
provision for research and for the advancement and dissemination of knowledge
in such manner as it may determine;
(ii) prescribe
courses of studies to be taught in the medical institutions, affiliated and
constituent colleges;
(iii) hold
examinations and to award and confer degrees, diplomas, certificates and other
academic distinctions to and on persons who have been admitted to and have
passed its examinations under prescribed conditions;
(iv) confer,
in the prescribed manner, honorary degrees or other academic distinctions on
approved persons;
(v) confer
degrees on persons who have carried on independent research under prescribed
conditions;
(vi) provide
for teaching specified courses of training for persons not being students of
the University and grant certificates and diplomas to such persons;
(vii) affiliate
or disaffiliate colleges and other medical institutions in the prescribed
manner;
(viii) admit
colleges and other educational institutions to its privileges or withdraw such
privileges in the prescribed manner;
(ix) inspect
colleges and medical institutions, affiliated or seeking affiliation;
(x) accept
the examinations passed and the periods of study spent by the students of the
University at other Universities, Colleges or places of learning as equivalent
to such examinations and periods of study in the University, as it may
determine, and to withdraw such acceptance;
(xi) co-operate
with other Universities and authorities in such manner, and for such purposes
as it may determine;
(xii) institute
Professorships, Associate Professorships, Assistant Professorships and
Lectureships and any other posts and to appoint persons thereto;
(xiii) create posts in connection with teaching,
research, publication, extension, training and administration of its affairs
and for any other related purposes and appoint persons thereto on such terms
and conditions as it may determine;
(xii) recognize
as teachers such persons as it may deem fit;
(xiv) institute
and award fellowships, scholarships, bursaries, medals and prizes in the
prescribed manner;
(xv) establish institutes, colleges, departments,
centers of advance studies, museums and other centers of learning for the
development of teaching and research and to make such arrangements for their
maintenance, management and administration as it may determine;
(xvii) control the residence of students of the
University and to establish and maintain halls of residence and approve any
place as hostel for lodging of students;
(xviii) supervise and control the discipline of
students of the University, to promote the co-curricular and recreational
activities of students and to make arrangements for promoting their health and
general welfare;
(xix) take
disciplinary action against, and impose penalty on, students in the prescribed
manner;
(xx) charge
and receive such fees and other payments as it may determine;
(xxi) make
provisions for research and advisory services and with these objects to enter
into arrangements with other institutions, or with public or private bodies
under prescribed conditions;
(xxii) enter
into, carry out, vary or cancel contracts;
(xxiii) receive
and manage property transferred and any grants, bequests, trusts, gifts,
donations, endowments and other contributions made to the University and to
invest any fund representing such property, grants, bequests, trusts, gifts,
donations, endowments or contributions in such manner as it may deem fit;
(xxiv) provide
for the printing and publication of research and other works; and
(xxv) do
all such other acts or things, whether incidental to the powers aforesaid or
not, as may be requisite to further the objectives of the University as a place
of education, learning and research.
5. Jurisdiction of the University.– (1) The University
shall exercise the powers conferred on it by or under this Ordinance within the
territorial limits in the Province of the

consultation with the University, by general or special order, modify the
extent and scope of the aforesaid powers of the University with regard to such
territorial limits or institutions.
(2) The
University may admit to its privileges under prescribed conditions, a medical
institution falling within territorial limits of another University, whether
inside or outside Pakistan; provided that the consent of such other University
and the sanction of Government is first obtained.
6. University open to all classes, creeds,
etc.– The University shall
be open to all and no one shall be denied the privileges of the University on
the grounds of religion, race, class, colour or creed.
7. Teaching in the University.– (1) All recognized teaching
in various courses shall be conducted by the University, and affiliated or
constituent Colleges in the prescribed manner, and may include lectures,
tutorials, discussions, seminars, demonstrations as well as practical work in
laboratories, hospitals and workshops, and other methods of instruction.
(2) The teaching in any prescribed course in
the University, medical institutions and affiliated or constituent colleges
shall be organized by such Authority, as may be prescribed.
(3) The courses and the curricula for
teaching in the University, medical institutions and affiliated or constituent
colleges shall be such as may be prescribed.
(4) A
continuous evaluation shall be built into the system of studies.
(5) A degree, diploma or certificate shall
not be awarded to a student unless he has passed the examination in the
subjects as may be prescribed.
8. Officers of the University.– The following shall be the officers of the
University:-
(i) the
Chancellor;
(ii) the
Vice Chancellor;
(iii) the
Pro-Vice Chancellor;
(iv) the
Chief Executive;
(v) the
Director of Institute;
(vi) the
Deans of constituent medical colleges;
(vii) the
Chairmen of teaching departments;
(viii) the
Registrar;
(ix) the
Treasurer;
(x) the
Controller of Examinations;
(xi) the
Librarian; and
(xii) such
other officers as may be prescribed.
9. Chancellor.– (1) The Governor of the
(2) The Chancellor or his nominee shall
preside at the convocation of the University.
(3) Where the Chancellor is satisfied that
the proceedings of any Authority or the orders of any officer are not in
accordance with the provisions of this Ordinance, the Statutes, the Regulations
or the Rules, he may, after calling upon such Authority or officer to show
cause why such proceedings or orders should not be annulled, by order in
writing, annual such proceedings or orders.
(4) Every proposal to confer an honorary
degree shall be subject to confirmation by the Chancellor.
(5) The Chancellor shall have the power to
assent to such Statutes as are required to be submitted to him by the
University or withhold assent or refer them back to the University for
reconsideration.
(6) The Chancellor may remove any person
from the membership of any Authority if such person-
(i) has become of unsound mind; or
(ii) has become subject to an incapacity which prevents him from
functioning as a member of such Authority; or
(iii) does not attend three consecutive meetings of the Authority,
without intimation to the Vice Chancellor; or
(iv) remains absent from the country for more than six months without
intimation to the Vice Chancellor; or
(v) has been convicted by a court of law of an offence involving moral
turpitude:
Provided
that no order under this sub section shall be passed unless the person to be
affected thereby is provided an opportunity of being heard.
10. Revisional powers of the Chancellor.– The Chancellor may, of his own motion or otherwise, call for and examine the record of any proceedings in which an order has been passed by any authority for the purpose of satisfying himself as to the correctness, legality or propriety of any finding or order and may pass such order as he may deem fit.
11. Visitation.– (1) The Chancellor may cause an inspection or inquiry to be made in
respect of any matter directly or indirectly connected with the affairs of the
University and shall, from time to time, appoint one or more persons as he may
deem fit, to conduct inspection of-
(i) the
University, its buildings, laboratories, libraries, museums, workshops and
equipment;
(ii) any
medical institution, college or hostel maintained, recognized by or constituent
to the University;
(iii) the
teaching and other work conducted by the University; and
(iv) the
conduct of examinations held by the University.
(2) The
Chancellor shall give notice to the Syndicate or the Executive Committee, as
the case may be, his intention to cause an inspection or inquiry to be made
under sub section (1) and the Syndicate or the Executive Committee shall be
entitled to be represented thereat.
(3) After the inspection or inquiry is
completed, the Chancellor shall cause his views as a result thereof to be
communicated to the Syndicate or the Executive Committee, as the case may be,
and after ascertaining the reaction of the Syndicate or the Executive
Committee, the Chancellor may advise the Syndicate or the Executive Committee
to refrain from taking an action or to take such action, and within such time,
as he may specify in this behalf.
(4) Where the Syndicate or the Executive
Committee, as the case may be, fails to carry out the advice of the Chancellor
given under sub section (3), the Chancellor may, after considering the
explanation or representation, if any, made by the Syndicate or the Executive
Committee issue such directions as he may deem fit, and the Vice Chancellor or
the Chief Executive, as the case may be, shall comply with such directions.
12. Vice Chancellor.– (1) The Vice Chancellor shall be appointed by
the Chancellor on such terms and conditions as the Chancellor may determine,
and shall hold office during the pleasure of the Chancellor for a term not
exceeding four years.
(2) At any time when the office of Vice
Chancellor is vacant, or he is absent or is unable to perform the functions of
his office due to illness or some other cause, the Chancellor shall make such
arrangements for the performance of the duties of the Vice Chancellor as he may
deem fit.
13. Powers and duties of the Vice Chancellor. (1) The Vice
Chancellor shall–
(i) exercise general control and supervision over all academic matters
including curriculum development, courses of studies, the syllabi, teaching and
research;
(ii) exercise general control and supervision over the system of
examinations in the University;
(iii) direct
the activities connected with the execution of programmes for instructions,
training, research, demonstration, services to community, etc.;
(iv) in the absence of the Chancellor, preside at a convocation of the
University and shall, if present, preside at the meetings of the Authorities or
other bodies of the University, colleges and institutes of which the Vice
Chancellor may or may not be the head.
(v) appoint paper setters and examiners for all examinations of the
University after receiving panels of names from the relevant Authority;
(vi) appoint teachers, officers, members and such other persons of the
academic staff of the University as may be necessary, in accordance with the
policies and procedures approved by the Board so as to ensure the highest
intellectual and moral qualities in the persons appointed; provided that the
appointments in posts in basic pay scale 17 or above shall be made on the
recommendations of the Selection Board;
(vii) make such arrangements for the scrutiny of papers, markings and
results as he may consider necessary;
(viii) direct teachers, officers and employees of the University to take
up such assignments in connection with teaching, research, examinations, and
such other academic activities in the University as he may consider necessary
for the purpose of the University; and
(ix) appoint visiting professors in various disciplines for a period
not more than one academic year on the terms and conditions as prescribed.
(2) The
Vice Chancellor may in an emergency, which in his opinion requires immediate
action, take such action as he may consider necessary and shall forthwith seek
approval of the Board as to the action taken in emergency.
14. Pro-Vice Chancellor.– (1) The Chancellor shall appoint one or more
Pro-Vice Chancellors, as he may think necessary, from a panel recommended by
the Vice Chancellor.
(2) A
Pro-Vice Chancellor shall be appointed on such terms and conditions as the
Chancellor may determine.
(3) A Pro-Vice Chancellor shall hold office
during the pleasure of the Chancellor for a term not exceeding four years.
(4) A Pro-Vice Chancellor shall have such
powers and duties, as may be prescribed by the Syndicate on the recommendations
of the Vice Chancellor.
(5) A Pro-Vice Chancellor, if directed by
the Vice Chancellor, shall preside over the meetings of the Authorities of
which the Vice Chancellor is the Chairman.
15. Chief Executive.− (1) The Chief Executive shall be appointed by
the Governor on such terms and conditions as the Governor may determine, and
shall hold office for a term of three years:
Provided
that after the completion of first term of the Chief Executive the Governor may
or may not appoint a new incumbent and, in case no further appointment is made,
may entrust the powers and functions of the Chief Executive to the Vice
Chancellor.
(2) At any time when the office of Chief
Executive is vacant or he is absent or is unable to perform the functions of
the office due to illness or some other cause, the Governor shall make such
arrangements for the performance of the duties of the Chief Executive as he may
deem fit.
16. Powers and duties of the Chief Executive.– (1) Subject to the other provisions of this Ordinance, the Chief Executive shall be the chief executive officer and shall ensure that the provisions of this Ordinance, the Statutes, the Regulations and the Rules are faithfully observed in order to promote the general administration with regards to the finance, budget and accounts of the University and shall have all powers necessary for this purpose.
(2) The Chief Executive may take such
action, in an emergency, as he may consider necessary and shall report,
thereafter as soon as possible, the action so taken to the officer, Authority,
or other body, which in the ordinary course would have taken that action.
(3) The Chief Executive may appoint officers
and such other persons of the administrative staff as may be necessary, on
contract for a period not more than two years and extendable by the Board on
satisfactory performance, in accordance with the policies and procedures
approved by the Board so as to ensure the supervision and management of the
property of the University; provided that the appointments in posts in basic
pay scale 17 or above shall be made on the recommendations of the Selection
Board.
(4) The Chief Executive may suspend, punish
and remove from service, in the prescribed manner, such officers and other
employees whom he is empowered to appoint.
(5) The Chief Executive shall be responsible
for the implementation of the decisions of the Board and for the execution of
the programmes of the University in accordance with the guidelines and policies
formulated by the Board.
(6) The Chief Executive shall–
(i) submit plans of work and budget estimates of
the University for the consideration and approval of the Board;
(ii) authorize expenditure provided for in the
approved budget;
(iii) re-appropriate fully within the approved budget and report it to
the Board in the next meeting;
(iv) submit to the Board, in accordance with the rules of procedure made
by it, reports on execution of the plan of action;
(v) create and fill temporary posts relating to accounts, budgets and
administration for a period not exceeding six months; and
(vi) undertake any work assigned by the Board.
17. Registrar.– (1)
The Registrar shall be a whole time officer of the University and shall be
appointed by the Chancellor on the recommendations of the Chief Executive, who
shall consider for this purpose a panel of three persons recommended by a
Search Committee appointed by the Board and headed by the Vice Chancellor, on
such terms and conditions as may be determined by him.
(2) Under the general supervision of the Vice
Chancellor the Registrar shall–
(i) be the custodian of the common seal and the academic records of
the University;
(ii) maintain a Register of Registered Graduates in the prescribed
manner;
(iii) conduct elections of members to the various Authorities in the
prescribed manner;
(iv) be the Secretary of the Board, the Syndicate, the Executive
Committee, the Academic Council, the Advance Studies & Research Board, the
Selection Board and such other committees as may be prescribed; and
(v) perform such other duties as may be specified by the Vice
Chancellor and other Authorities from time to time.
18. Treasurer.–
(1) The Treasurer shall be a whole time officer of the
University appointed by the Chancellor on the recommendations of the Chief
Executive on such terms and conditions as the Board may determine.
(2) Under the general supervision of the
Chief Executive, the Treasurer shall–
(i) manage the property, the finances and the investments of the
University;
(ii) prepare the annual and revised budget estimates of the University
and present them to the Finance and Planning Committee, the Executive Committee
and the Board;
(iii) ensure that the funds of the University are expended on the
purposes for which they are provided;
(iv) be the Secretary of the Finance and Planning Committee; and
(iv) perform such other duties as may be prescribed.
19. Controller
of Examinations.– (1) The Controller of Examinations shall be a whole time officer of the
University and shall be appointed by the Chancellor on the recommendations of
the Vice Chancellor, who shall consider for this purpose a panel of three
persons recommended by a Search Committee appointed by the Board and headed by
a Pro-Vice Chancellor, on such terms and conditions as may be determined by
him.
(2) He shall be responsible for all matters
connected with the conduct of examinations and shall perform such other duties
as may be prescribed.
20. Resident Auditor.– The Resident Auditor shall be taken from the Office of the Auditor
General of
21. Other officers.– Subject
to the provisions of this Ordinance the terms and conditions of service and the
powers and duties of other officers of the University shall be such as may be
prescribed.
22. Authorities.– The
following shall be the Authorities of the University:-
(i) the Board of Governors;
(ii) the Syndicate;
(iii) the Executive Committee;
(iv) the Academic Council;
(v) the Selection Board;
(vi) the Finance and Planning Committee;
(vii) the Board of Faculties;
(viii) the Advanced Studies and Research Board;
(ix) the Discipline Committee; and
(x) such other authorities as may be prescribed.
23. Board of Governors.– (1) The general supervision and control of the administrative, academic and
financial affairs and the powers to lay down the policies of the University
shall vest in a Board of Governors consisting of the following members:-
(i) five non
official members from amongst educationists, eminent jurists, financial
experts, philanthropists, management experts and distinguished retired civil or
military officers;
(ii) the Vice Chancellor;
(iii) the Chief Executive;
(iv) the Secretary to Government of the
(v) the Secretary to Government of the
(2) The Registrar of the University shall act
as Secretary of the Board but he shall not have the right to vote.
(3) The selection of members, other than ex
officio members, shall be made from a panel of five individuals for each
vacancy, prepared by the Health Department and approved by the Governor.
(4) The Chairman of the Board shall be elected
by all the members of the Board from amongst the non-official members at its
first meeting.
(5) A non-official member of the Board shall
hold office for three years and shall be eligible for re-nomination on the
expiry of his term unless the Chancellor, for reasons to be recorded terminates
his membership earlier;
(6) The office of a non-official member of the
Board shall become vacant if he resigns or fails to attend three consecutive
meetings of the Board, without sufficient cause or leave of absence.
(7) The Governor shall perform functions of the
Board till such time the Board becomes functional.
24. Powers and functions of the Board.– (1) The powers and functions of the Board shall
be to -
(i) formulate and approve the principles, policies
and plans governing the activities and operations of the University so as to
facilitate research, teaching and other academic works;
(ii) approve the Regulations prepared by the
various Authorities;
(iii) prepare or have prepared and revised from time
to time Rules and Regulations for the efficient and effective operation of the
University;
(iv) create a component of the University such as
faculties, departments, schools, colleges and institutions under its
jurisdiction and to constitute such standing committees, councils and other
administrative or academic advisory bodies, as it deems necessary, and to
review their work;
(v) consider and approve plans of work and annual budget of the
University;
(vi) call for and consider reports relating to the
activities of the University and the execution of the plans of work and to
direct the Chief Executive or Vice Chancellor to furnish information relating
to any matter specified by the Board;
(vii) create or abolish such academic or
administrative posts as it may deem necessary and on such terms and conditions
as it may determine;
(viii) appoint from amongst its members, the members
of committees or sub committees as it may deem necessary; and
(ix) take all such initiatives as it may consider
necessary or desirable for the efficient and effective management and
functioning of the University.
(2) The Board may delegate any of its powers to
the Chief Executive or Vice Chancellor under such conditions as it may deem fit
to impose.
25. Meetings of the Board.– (1) The Board shall meet at least twice in a year on dates to be fixed by
the Chairperson of the Board.
(2) A special meeting may be called at any time
by the Chancellor, Chairperson of the Board, Chief Executive or Vice
Chancellor, or on request by not less than five members of the Board to
consider any matter of urgent nature.
(3) In case of special meeting a notice, not
less than ten clear days, shall be given to the members of the Board and the
agenda of the meeting shall be restricted to the matters for which the special
meeting is called.
(4) The quorum for a meeting of the Board shall
be one half of the total number of members, a fraction being counted as one.
(5) The decisions of the Board shall be
expressed in terms of the views of the majority of members present and voting
and in the event of equality of votes the Chairperson of the Board shall have,
and exercise a casting vote.
26. Syndicate.– (1) The
Syndicate shall consist of–
(i) the Vice Chancellor, who shall be its
Chairman;
(ii) the Secretary to
Government of the
(iii) the Secretary to Government of the
(iv) one Vice Chancellor of any public University
in the
(v) three heads of the teaching departments to be
nominated by the Chancellor;
(vi) four eminent
personalities to be nominated by the Chancellor;
(vii) two Principals of affiliated colleges to be
nominated by the Government; and
(viii) the Registrar, who shall be its Secretary.
(2) The members of the Syndicate, other than
the ex-officio members, shall hold office for three years.
(3) The number of members to constitute the
quorum for a meeting of the Syndicate shall be eight.
27. Powers and duties of the Syndicate.– (1) The Syndicate shall be the executive body
for the academic affairs of the University and shall, subject to the provisions
of this Ordinance and the Statutes, take effective measures to raise the
standard of teaching, research and publication, and other academic pursuits.
(2) Without prejudice to the generality of the
foregoing powers and subject to the provisions of this Ordinance and the Statutes,
the Syndicate shall have the powers to–
(i) determine the form provided for the custody
and regulate the use of the common seal of the University;
(ii) affiliate or disaffiliate medical
institutions;
(iii) admit medical institutions to the privileges
of the University and withdraw such privileges;
(iv) arrange for the inspection of affiliated and
constituent colleges, teaching departments and Institutes;
(v) institute professorships, Associate
Professorships, Assistant Professorships, Lectureships and other teaching
posts, or to suspend or abolish such posts with the approval of the Board;
(vi) recommend for the creation or abolition of
such administrative, academic, research, extension or other posts as may be
necessary, for approval of the Board;
(vii) appoint Professors Emeritus on such terms and
conditions as may be prescribed;
(viii) confer,
with the prior approval of the Chancellor, honorary degrees in accordance with
the conditions prescribed;
(ix) prescribe the duties of officers, teachers and
other employees of the University;
(x) appoint members to the various Authorities in
accordance with the provisions of this Ordinance;
(xi) consider regulations recommended by the
Academic Council;
(xii) consider
and recommend those drafts of the Statutes for the approval of the Chancellor
which pertain to the terms and conditions of the service of the University
employees;
(xiii) regulate, determine and administer all other
matters concerning the University and to this end exercise all necessary powers
not specifically mentioned in this Ordinance and the Statutes, but not
inconsistent with the provisions of this Ordinance;
(xiv) delegate any of its powers to an Authority or
officer or a committee or sub committee; and
(xv) perform such other functions as may be
assigned to it by this Ordinance or the Statutes.
28. Executive
Committee.– (1) The
Executive Committee shall consist of–
(i) the Chief Executive, who shall be its
Chairman;
(ii) the Secretary to
Government of the
(iii) the Secretary to
Government of the
(iv) the Controller of Examinations;
(v) the Registrar; and
(vi) one member co opted by the Chief Executive.
(2) The
co opted member of the Executive Committee shall hold office for three years.
(3) The
number of members to constitute the quorum for a meeting of the Executive
Committee shall be four.
29. Powers and
duties of the Executive Committee.– (1) The Executive
Committee shall be the executive body for the administrative affairs of the
University and shall, subject to the provisions of this Ordinance and the
Statutes, exercise general supervision over the affairs and management of the
property of the University.
(2) Without
prejudice to the generality of the foregoing powers and subject to the
provisions of this Ordinance and the Statutes, the Executive Committee shall
have the powers to–
(i) hold, control and administer the property and
funds of the University;
(ii) govern
and regulate, with due regard to the advice of the Finance and Planning
Committee in this behalf, the finances, accounts and investments of the
University and for that purpose to appoint such agents as it may deem fit;
(iii) consider and submit the annual report, and
the annual and revised budget estimates to the Board;
(iv) transfer and accept transfer of movable and
immovable property on behalf of the University;
(v) enter into, vary, carry out and cancel
contracts on behalf of the University
(vi) cause proper books of accounts to be kept for
all sums of money received and expended by the University and for the assets
and liabilities of the University;
(vii) invest any money belonging to the University
including any unapplied income, in any of the securities described in section
20 of the Trusts Act, 1882 (II of 1882) for the purchase of immovable property
or in such other manner as it may determine, with the like power of varying
such investment;
(viii) receive and manage property transferred,
grants, bequests, trusts, gifts, donations, endowments and other contributions
made to the University and to administer funds placed at the disposal of the
University for a specified purpose;
(ix) provide the buildings, libraries, premises,
furniture, apparatus, equipment and other means required for carrying out the
work of the University and to establish and maintain halls of residences and
hostels or approve or license hostels or lodgings for the residence of
students; and
(x) perform such other functions as may be
assigned to it by this Ordinance or the Statutes.
30. Academic Council.– (1) The Academic Council shall consist of -
(i) the
Vice Chancellor, who shall be its Chairman;
(ii) the
Deans of the University;
(iii) the
Directors of Institutes;
(iv) the
Principals of affiliated and constituent colleges;
(v) the
Chairpersons of the teaching departments;
(vi) the
Professors including Professors Emeritus;
(vii) five
persons to be nominated by the Chancellor;
(viii) the
Registrar;
(ix) the
Controller of Examinations; and
(x) the
University Librarian.
(2) The members of the Academic Council,
other than ex-officio members, shall hold office for three years, and if the
office of any such member becomes vacant before the expiry of such term, such
vacancy shall be filled in the prescribed manner.
(3) The quorum for a meeting of the Academic
Council shall be one third of the total number of members, a fraction being
counted as one.
31. Powers
and duties of the Academic Council.– (1) The Academic
Council shall be the academic body of the University and shall, subject to the
provisions of this Ordinance, the Statutes and the Regulations, have the powers
to lay down proper standards of instruction, research, publication,
examination, and to regulate and promote the academic life of the University,
medical institutions, and affiliated and constituent colleges.
(2) Without prejudice to the generality of the
foregoing powers and subject to the provisions of this Ordinance, the Statutes
and the Regulations, the Academic Council shall have the powers to–
(i) advise the Syndicate on academic matters;
(ii) regulate the conduct of teaching, research, publications and
examinations;
(iii) regulate the admission of students to the University and conduct
examinations of affiliated colleges and medical institutions;
(iv) regulate the award of scholarships, medals and prizes;
(v) regulate the conduct and discipline of students of the University,
medical institutions and affiliated colleges;
(vi) propose to the Syndicate schemes for the constitution and
organization of faculties, institutes and other academic bodies;
(vii) make Regulations on the recommendations of the Boards of Faculties
and the Boards of Studies for approval of the Board;
(viii) propose Regulations for each academic year, on the recommendations
of the Boards of Studies of the University, prescribing the courses of studies,
the syllabi and the outlines of tests for all examinations; provided that, if
the recommendations of a Board of Faculties or the Board of Studies are not
received by the specified date, the Academic Council may, subject to the
approval of the Syndicate permit such Regulations to continue for the next
following year;
(ix) recognize the examinations of other Universities or examining
bodies as equivalent to the corresponding examinations of the University;
(x) appoint members to the various Authorities in accordance with the
provisions of this Ordinance; and
(xi) perform such other functions as may be prescribed by the Statutes.
32. Constitution, functions and powers of
other Authorities.– The constitution, functions and powers of the Authorities for which no specific
provision, or insufficient provision, has been made in this Ordinance shall be
such as may be prescribed by the Statutes.
33. Appointment of committees by the
Authorities.– Any Authority
may, from time to time, constitute such standing, special or advisory
committees as it may deem fit, and may appoint such persons on these committees
who are not its members.
34. Statutes.– (1) Subject to the provisions
of this Ordinance, Statutes may be made to prescribe and regulate all or any of
the following matters:-
(i) the scales of pay and other terms and conditions
of service of officers, teachers and other employees of the University and the
constitution of their pension, insurance, gratuity, provident fund and
benevolent fund;
(ii) the conduct and discipline of officers,
teachers and other employees of the University;
(iii) the constitution, powers and duties of the
Authorities and conduct of elections of such Authorities and related matters;
(iv) the affiliation and disaffiliation of medical
institutions and related matters;
(v) admission of medial institutions to the
privileges of the University and the withdrawal of such privileges;
(vi) the establishment of schools, institutes,
faculties, colleges and teaching departments;
(vii) the powers and duties of officers, teachers
and employees of the University;
(viii) conditions for appointment of Professors
Emeritus;
(ix) conditions under which the University may
enter into arrangements with public bodies or other organizations for purposes
of research and advisory services;
(x) the general scheme of studies including the
duration of courses, the system of examinations and the number of subjects and
papers for examinations;
(xi) the award of honorary degrees;
(xii) the maintenance of the Register of Registered
Graduates;
(xiii) the conduct of elections for membership of
Authorities of the University and related matters; and
(xiv) all other matters which, under this
Ordinance, are to be or may be prescribed or regulated by the Statutes.
(2) The draft of the Statutes, for clause (i)
of subsection (1) shall be proposed by the Syndicate to the Chancellor who may
approve it with or without any modification, or refer it back to the Syndicate
for reconsideration, or reject it:
Provided that–
(i) the Statutes affecting the constitution or powers of any Authority
shall not be proposed or approved until such Authority has been given an
opportunity of expressing its opinion in writing upon the proposal;
(ii) the Statutes for
clause (i) of sub section (1) shall not be effective until they have been
approved by the Chancellor; and
(iii) the Syndicate shall not have the power to make any Statutes
concerning efficiency and discipline of officers, teachers and other employees
of the University and such Statutes may be made by the Chancellor.
35. Regulations.– (1) Subject
to the provisions of this Ordinance and the Statutes, the Regulations may be
made in respect of all or any of the following matters:-
(i) the courses of studies for degrees, diplomas
and certificates of the University;
(ii) the manner and method of teaching conducted
in the University, medical institutions and affiliated colleges;
(iii) the admission of students to the University
and conditions under which they are admitted or allowed to take courses and
examinations of the University, medical institutions and its affiliated
colleges, and become eligible for the award of degrees, diplomas and
certificates;
(iv) the fees and other charges to be paid by
students for admission to the courses of studies and the examinations of the
University;
(v) the conduct of examinations;
(vi) the conduct and discipline of students of the
University;
(vii) the conditions of residence of the students
of the University or colleges including the levying of fees for residence in
halls of residence and hostels and approval of hostels and lodgings for
students;
(viii) the conditions for acquiring research
degrees;
(ix) the institution
of fellowships, scholarships, medals and prizes;
(x) the institution of stipends and free and half
free studentships;
(xi) the academic costume;
(xii) use of the library;
(xiii) the formation of teaching departments and
Boards of Studies; and
(xiv) other matters, which under this Ordinance or
the Statutes, are to be or may be prescribed by the Regulations.
(2) The Academic Council shall prepare and
submit the Regulations to the Syndicate which shall forward them for the
approval of the Board with or without modifications, or refer them back to the
Academic Council for reconsideration, or reject them.
(3) No Regulation shall be valid unless the
Board has approved it.
36. Rules.– The
Authorities and the other bodies of the University may make Rules, consistent
with this Ordinance, the Statutes and the Regulations, to regulate the conduct
of their business:
Provided that the Board may direct
the amendment or repeal of the Rules made by any Authority:
Provided further that if any such
Authority is dissatisfied with such direction given by the Board, it may appeal
to the Chancellor whose decision thereon shall be final.
37. Affiliation of medical institutions.– (1) All medical institutions, whether in public
or private sector, located within the geographical boundaries of the province
of the Punjab, whether affiliated with any other University, Examination Board
or a Medical Faculty, notwithstanding anything contained in any other law for
the time being in force, shall affiliate with the University within such period
and on such terms and conditions, as may be prescribed.
(2) A medical institution seeking affiliation
to the University shall make an application to the University and shall satisfy
it that–
(i) the medical institution is under the
management of Government or a regularly constituted governing body;
(ii) the financial resources of the medical
institution are sufficient to ensure its continued maintenance and efficient
working;
(iii) the
strength and qualifications and the terms and conditions of service of the
teaching and other staff of the medical institution are satisfactory for the
purpose of teaching of prescribed courses of studies and training in the
institution;
(iv) the medical institution has framed proper
rules governing the conduct and discipline of its employees;
(v) the building of the medical institution is
suitable and commodious for its requirements;
(vi) the medical institution has, or can make a
provision in the prescribed manner for the residence of students, not residing
with their parents or guardians, and their supervision, and physical and
general welfare;
(vii) the medical institution has a provision for a
library and adequate library service;
(viii) the medical institution is properly equipped
with laboratories, museums and other places of practical work required for
courses of studies taught in the medical institution;
(ix) the medical institution has, or can make,
provision for the residence of its Chief Executive and Deputy Dean, and other
members of the teaching staff in the medical institution building or near such
building or the residence of students; and
(x) the affiliation of the medical institution
shall not be injurious to the education or discipline of the students of other
institutions in the neighborhood.
(3) The application shall further contain an
undertaking by the medical institution that after the institution is
affiliated, any change in the management or the teaching staff shall forthwith
be reported to the University and that the teaching staff shall possess such
qualifications as are, or may be, prescribed.
(4) The Syndicate shall, after considering the
recommendations of the Affiliation Committee, dispose of the application for
affiliation in accordance with such procedure, as may be prescribed, and may
grant or refuse affiliation:
Provided that the affiliation
shall not be refused, unless the medical institution has been given an
opportunity of making a representation against the proposed decision.
38. Extension of affiliation.– Where an affiliated medical college desires
to add to the courses of studies in respect of which it is granted affiliation,
the procedure prescribed for affiliation of medical colleges shall, as far as
possible, be followed.
39. Inspection and reports.– (1) Every affiliated medical institution shall furnish to the University
such reports, returns and other information, as the University may require, to
enable it to judge the efficiency of the medical institution.
(2) The
University may call upon any affiliated medical institution to take, within a
specified period, such action in respect of any matter mentioned in sub section
(2) of section 35 as the University may deem fit.
40. Disaffiliation
and withdrawal of privileges.– (1) Where any affiliated medical institution fails at any time to fulfill
any of the requirements mentioned in this Ordinance, or has failed to observe
any of the conditions of its affiliation, or its affairs are conducted in a
manner which is prejudicial to the interests of education, the Syndicate may,
in the prescribed manner, and after considering any representation that the
medical institution may wish to make, modify or withdraw all or any of the
privileges conferred on the medical institution by the affiliation, or
disaffiliate such medical institution.
(2) Where any medical institution has been
refused affiliation under sub section (4) of section 37, or all or any of the
privileges conferred on it by affiliation have been modified or withdrawn or
has been disaffiliated under sub-section (1) it may, within the prescribed
period, apply for review to the Syndicate against such refusal, modification,
withdrawal or disaffiliation, and the application shall be disposed of in such
manner as may be prescribed.
41. University Fund.– (1) There shall be a fund of the University to be called the University
Fund to which shall be credited all money received by it from fee, donations,
trusts, bequests, endowments, contributions, grants and all other sources.
(2) All pre-operating costs incurred in
connection with the affairs of the University shall be deemed to have been
incurred for all intents and purposes from the University Fund and shall be a
valid charge on the University Fund.
42. Recovery of University dues.– The University or any person generally or
especially authorized by it may apply to the Collector of the District
concerned for recovery of any sum due to the University and the Collector shall
thereupon proceed to recover the sum due, as if it were an arrear of land
revenue:
Provided that the
University shall not take any action unless the person concerned is given an
opportunity of being heard.
43. Audit and accounts.– (1) The accounts of the University shall be maintained in such form and
in such manner as may be prescribed.
(2) No expenditure shall be made from the
University Fund unless the Resident Auditor in conformity with the Statutes,
Regulations and Rules has in the prescribed manner, audited a bill for payment.
(3) The accounts of the University shall be
audited in the prescribed manner once a year by an Auditor appointed by the
Government in this behalf.
(4) The annual statement of accounts of the
University signed by the Treasurer and the Resident Auditor shall be submitted
to the Government within six months of the closing of the financial year.
(5) The accounts of the University together
with audit objection, if any, and the observations of the Auditor appointed by
the Government, and the Treasurer shall in the prescribed manner, be presented
to the Board with the remarks of the Finance and Planning Committee.
44. Research Center.– There shall be a
45. Functions of Research Center.– The functions of the
(i) undertake
research and policy studies on all the disciplines of medical and health
sciences and reliable education imparting tools;
(ii) make
studies to determine and define the role of medical scientists, health and
hospital care managers, and public health personnel in overall health
development;
(iii) develop
universal learning and teaching materials for its own needs and other medical
and health institutions in the Province;
(iv) monitor,
analyze, utilize and disseminate innovations in basic medical subjects,
clinical sciences, healthcare, hospital management and public health fields;
and
(v) perform
such other functions as may be prescribed.
46. Committee of Control. The
(i) the
Vice Chancellor, who shall be its Chairman;
(ii) the Secretary to Government of the
(iii) the
Vice Chancellor,
(iv) a
Dean to be nominated by the Syndicate;
(v) Principals
of affiliated colleges; and
(vi) the
Registrar.
47. Retirement from service.– An officer, teacher or other employee of the University shall retire
from service–
(i) on
such date, after he has completed twenty five years of service qualifying for
pension or other retirement benefits as the competent authority may, in the
public interest, direct, or
(ii) where
no direction is given under clause (i) on the completion of the sixtieth year
of his age.
Explanation.– In this section, “Competent authority” means
the appointing authority or a person duly authorized by the appointing
authority in that behalf, not being a person lower in rank to the officer,
teacher or other employee concerned.
48.
49. Appeal and review.– (1) Where an order is passed punishing any officer or any teacher or
other employee of the University or altering or interpreting to his
disadvantage the prescribed terms and conditions of his service, he shall,
where the order is passed by the Vice Chancellor, have the right to appeal to
the Board, and if such order is passed by any other officer or teacher of the
University, have the right to appeal to the Syndicate against the order. Any
person aggrieved by the order of the Appellate Authority may apply for review
of order to the Chancellor if such order is made by the Board, and to the Board
if such order is made by the Syndicate.
(2) The application for review shall be
submitted to the Vice Chancellor who shall refer it to the Chancellor or the
Board, as the case may be, with such recommendations, as the Vice Chancellor
may consider necessary.
(3) No order on an appeal or application for
review, as the case may be, shall be passed without affording to the appellant
an opportunity of being heard.
50. Pension, insurance, gratuity, provident fund and benevolent
fund.– (1) The University shall
constitute for the benefit of its officers, teachers and other employees in
such manner and subject to such conditions as may be prescribed such pension,
insurance, gratuity, provident fund and benevolent fund schemes as it may deem
fit.
(2) Where any provident fund is constituted
under this Ordnance the provisions of the Provident Funds Act, 1925 (XIX of
1925) shall apply to such fund as if it were the Government Provident Fund.
51. Commencement of term of office of Authorities.– When a member of a newly constituted
Authority is elected, appointed or nominated, his term of office, as fixed
under this Ordinance shall commence from such date as may be prescribed.
52. Filling of casual vacancies in
Authorities.– Any casual vacancy among the elected, appointed or nominated members of
any Authority shall be filled, as soon as may be, by the person or persons, or
the body who elected, appointed or nominated the member whose place has become
vacant and the person elected, appointed or nominated to the vacancy shall be a
member of such Authority for the residue of the term for which the person whose
place he fills would have been a member.
53. Filling of vacancies in Authorities in certain circumstances.–
Where a vacancy in the
membership of an Authority cannot be filled because of–
(i) the
office, the holder whereof was to be a member of the Authority ex- officio,
having ceased to exist; or
(ii) the
organization, institution or other body, other than the University having
either ceased to exist or to function; or
(iii) the
occurrence of other circumstances in which it has become impracticable to fill
the vacancy,
the vacancy shall be filled in such manner as the Chancellor may direct.
54. Disputes about membership of Authorities.– (1) Notwithstanding anything contained in
this Ordinance, a person nominated or elected to an Authority shall cease to be
a member of such Authority as soon as he ceases to hold the position by virtue
of which he was elected, appointed or nominated.
(2) If a question arises whether any person
is entitled to be a member of any Authority the matter shall be referred to a
committee consisting of the Chief Executive, Vice Chancellor, the Secretary
Health, or his nominee not below the rank of Additional Secretary and the
decision of the said committee shall be final.
55. Proceedings of Authorities not invalidated by vacancies.– No act, proceedings, resolution or decision
of any Authority shall be invalid by reason only of the existence of any
vacancy in, or any defect in the constitution of the Authority.
56. Tripartite mobility.– (1) Any officer, teacher of the Government or employee of the University
on the recommendations of the Syndicate may be directed to serve in any post in
the University, or a medical or health research institute, in the public
interest.
(2) The Government may, in consultation with
the Selection Board place the services of an employee of the Government or any
other University or a medical or research institution, at the disposal of the
University in the public interest.
(3) The terms and conditions offered to such
person, while giving him a direction under sub section (1) or placing his
services at the disposal of the University under sub section (2), shall not be
less favorable than those enjoyed by him immediately before his services are
placed at the disposal of the University and that full benefit of his previous
service shall be allowed to him.
57. First Statutes.– Notwithstanding anything to the contrary contained in this Ordinance,
the Statutes set out in the Schedule appended to this Ordinance shall be deemed
to be the Statutes framed under section 32 of this Ordinance and shall continue
to remain in force until amended or repealed.
58. Removal of difficulties.– If any difficulty arises as to the first constitution or reconstitution
of any Authority after the commencement of this Ordinance or otherwise in
giving effect to the provisions of this Ordinance, the Chancellor may, on the
recommendation of the Vice Chancellor or Chief Executive give appropriate
directions to remove such difficulty.

FIRST STATUTES OF THE UNIVERSITY
OF
HEALTH SCIENCES,
1. Faculties.– The University shall include the following Faculties-
(i) Anatomy
(including Histology and embryology);
(ii) Physiology
and Bio-Chemistry;
(iii) Forensic
Medicine and Toxicology;
(iv) Pharmacology
and Therapeutics;
(v) Pathology
and allied subjects;
(vi) Community
Medicine and Public Health;
(vii) Internal
Medicine and allied subjects;
(viii) Ophthalmology;
(ix) ENT;
(x) Surgery
and allied subjects;
(xi) Gynecology
and Obstetrics;
(xii) Dentistry
and allied subjects;
(xiii) Nursing;
(xiv) Paramedical
and allied Health Sciences; and
(xv) Healthcare
and Hospital Management.
2. The Board of Faculties.– (1)
There shall be a Board of each Faculty, which shall consist of -
(i) the
Dean to be appointed in the manner as may be prescribed;
(ii) the Professors and the Chairpersons of the
teaching departments and Directors of institutes comprising the Faculty;
(iii) one
Associate Professor to be nominated by rotation in order of Seniority from each
teaching department and institute in the Faculty; and
(iv) three
teachers to be nominated by the Academic Council by reason of their specialized
knowledge of the subjects which, though not assigned to the Faculty, have in
the opinion of the Academic Council important bearing on the subjects assigned
to the Faculty.
(2) The members mentioned in clauses (iii) and
(iv) of sub-paragraph (1) shall hold office for three years.
(3) The quorum for meeting of a Board of
Faculty shall be one half of the total number of members, a fraction being
counted as one.
(4) The Board of each Faculty shall, subject
to the general control of the Academic Council and the Syndicate, have the
powers to–
(i) co-ordinate the teaching, publication and research work in the
subjects assigned to the Faculty;
(ii) scrutinize the recommendations of the Board of Studies comprised
in the Faculty in regard to the appointment of paper setters and examiners,
except for research examination, and to forward the panels of suitable paper
setters and examiners for each examination to the Vice Chancellor;
(iii) consider any other academic matter relating to the Faculty and to
report thereon to the Academic Council; and
(iv) perform such other functions as may be assigned to it.
3. Dean.– (1)
There shall be a Dean of each Faculty, who shall be the Chairman and Convener
of the Board of Faculty.
(2) The Dean of each Faculty shall be
appointed by the Chancellor from amongst the three senior most Professors in
the Faculty for a period of three years and shall be eligible for
reappointment:
Provided that if no
Professor is available in a Faculty a Professor from some other Faculty may act
as Dean till a Professor of the Faculty itself is appointed.
(3) The Dean shall present candidates for
admission to degrees except Honorary Degrees, in the course falling within the
purview of the Faculty.
(4) The Dean shall exercise such
administrative and academic powers as may be delegated to him.
4. Teaching department and institutes.– (1) There shall be a teaching department or
institute for each subject or a group of subjects, as may be prescribed by
Regulations and each teaching department and institute shall be headed by a
Chairperson and Director, respectively.
(2) The
Chairperson of a teaching department and the Director of an institute shall be
appointed by the Syndicate on the recommendation of the Vice Chancellor from
amongst the three senior most Professors of the teaching department or
institute, as the case may be, for a period of three years and shall be
eligible for reappointment:
Provided that in a
teaching department or institute where there are less than three Professors the
appointment shall be made from amongst the three senior most Professors and
Associate Professors of the teaching department or institute:
Provided further that
in a teaching department or institute in which there is no Professor or
Associate Professor, no such appointment shall be made and the teaching
department or institute shall be looked after by Dean of the Faculty with the
assistance of the senior most teacher of the concerned teaching department or
institute, as the case may be.
5. Board of Studies.– (1) There shall be a separate Board of Studies for each subject or group
of subjects, as may be prescribed by Regulations.
(2) Each Board of Studies shall consist of -
(i) the Director of the institute and Chairperson of the teaching
department;
(ii) all Professors in the institute and teaching department;
(iii) two experts to be appointed by the Vice Chancellor;
(iv) three
teachers, other than University teachers, to be appointed by the Syndicate from
Colleges; and
(v) all
principal executive officers of affiliated medical institutions:
Provided that in the
case of professional subjects which are taught in the affiliated institutes and
Colleges only and not in the University, Board of Studies shall consist of -
(i) the
Principals of the Colleges, and heads of the institutes concerned;
(ii) five
teachers of the Colleges, to be appointed by the Syndicate; and
(iii) two
experts to be appointed by the Vice Chancellor:
Provided further that
in the case of such subjects as are taught in the affiliated colleges only and
not in the University, the Board of Studies shall consist of -
(i) three
teachers from the Colleges doing teaching work in the subject to be appointed
by the Academic Council; and
(ii) two
experts to be appointed by the Vice Chancellor.
(3) The term of office of members of the
Board of Studies other than ex-officio members shall be three years.
(4) The quorum for meetings of the Board of
Studies shall be one half of the total number of members, a fraction being
counted as one.
(5) The
Chairperson or Director of the teaching department or institute concerned, as
the case may be, shall be the Chairman and Convener of the Board of Studies.
Where in respect of a subject there is no teaching department or institute in
the University, the Syndicate shall appoint the Chairman.
(6) The functions of the Board of Studies
shall be to –
(i) advise the Authorities on all academic matters connected with
instruction, publication, research and examination in the subject or subjects
concerned;
(ii) propose curricula and syllabi for all degree, diploma and
certificate courses in the subject or subjects concerned;
(iii) suggest a panel of names of paper setters and examiners in the
subject or subjects concerned; and
(iv) perform such other functions as may be prescribed by Regulations.
6. Advanced Studies and Research Board.– (1) The Advanced Studies and Research Board
shall consist of –
(i) the
Vice-Chancellor;
(ii) the
Deans;
(iii) three
Professors other than Deans to be appointed by the Syndicate;
(iv) three
medical teachers having research qualifications and experience to be appointed
by the Academic Council; and
(v) three
teachers from affiliated colleges having research qualifications to be
appointed by the Academic Council.
(2) The term of office of members of the
Advanced Studies and Research Board, other than ex-officio members, shall be
three years.
(3) The quorum for a meeting of the Advanced
Studies and Research Board shall be one-half of the total number of members, a
fraction being counted as one.
(4) The functions of the Advanced Studies
and Research Board shall be to−
(i) advise the Authorities on all matters connected with the promotion
of advanced studies and research in the University;
(ii) consider and report to the Authorities on the institution of
research degree in the University;
(iii) propose Regulations regarding the award of research degrees;
(iv) appoint supervisors for research studies and to determine the
subjects of their thesis;
(v) recommend panels of names of paper setters and examiners for
research examinations after considering the proposals of the Board of Studies
in this behalf; and
(vi) perform such other functions as may be prescribed.
7. Selection
Board.– (1) The Selection Board,
in relation to the appointment of teachers, officers, members and other persons
of the academic staff, shall consist of −
(i) the
Vice Chancellor (Chairman);
(ii) the
Chairman or a member of the Punjab Public Service Commission to be nominated by
the Chairman;
(iii) the
Secretary to Government of the
(iv) the
Dean of the Faculty concerned;
(v) two
principal executive officers of the constituent colleges to be nominated by the
Vice Chancellor; and
(vi) the
Registrar:
Provided that in relation to the appointment of officers
and other persons of the administrative staff, the Selection Board shall
consist of−
(i) the
Chief Executive (Chairman);
(ii) the
Secretary to Government of the
(iii) the
Treasurer;
(iv) one
member co opted by the Chief Executive; and
(v) the
Registrar.
(2) The members other than ex-officio
members shall hold office for three years.
(3) The quorum of Selection Board shall be,
in case of selection of academic staff, four and in case of selection of
administrative staff, three.
(4) No member who is a candidate for the
post to which appointment is to be made shall take part in the proceedings of
the Board.
(5) In selecting candidates for the posts of
Professors and Associate Professors, the Selection Board shall co-opt or
consult three experts in the subject concerned and in selecting candidates for
other teaching posts, two experts in the subject concerned, to be nominated by
the Vice Chancellor from a standing list of experts for each subject approved
by the Syndicate on the recommendations of the Selection Board and revised from
time to time.
8. Functions
of the Selection Board.– (1) The respective Selection Board for academic and administrative posts
shall consider the applications received in response to an advertisement or the
cases of persons whose services are to be acquired on deputation basis, and recommend
to the Syndicate or the Executive Committee, as the case may be, the names of
suitable candidates and persons for appointment to teaching or other posts, as
the case may be, and may also recommend:-
(i) the
grant of a higher initial pay in a suitable case for reasons to be recorded; or
(ii) the
appointment of an eminently qualified person to a Professorship in the
University on terms and conditions other than those prescribed; or
(iii) cases
of move-over and award of increments or cash awards on the basis of research
contribution as may be prescribed.
(2) In the event of unresolved difference of
opinion between the Selection Board and the Syndicate or Executive Committee,
the matter shall be referred to the Board whose decision thereon shall be
final.
9. Finance and Planning Committee.– (1) The Finance and Planning Committee shall
consist of –
(i) the
Chief Executive, who shall be its Chairman;
(ii) a
Pro-Vice Chancellor to be nominated by the Vice Chancellor;
(iii) one
member of the Syndicate to be appointed by the Syndicate;
(iv) two
members of the Academic Council to be appointed by the Academic Council;
(v) the
Secretary to Government of the
(vi) the
Secretary to Government of the
(vii) the
Treasurer; and
(viii) the
Registrar.
(2) The term of office of the appointed
members shall be three years.
(3) The quorum for a meeting of the Finance
and Planning Committee shall be three.
10. Functions of the Finance and Planning Committee.– (1) The functions of Finance and Planning
Committee shall be to –
(i) consider
the annual statement of accounts and the annual and revised budget estimates
and advise the Executive Committee thereon;
(ii) review
periodically the financial position of the University;
(iii) advise
the Executive Committee and the Board on all matters relating to planning,
development, finances, investments and accounts of the University; and
(iv) perform
such other functions as may be prescribed.
11. Affiliation Committee.– (1) The Affiliation Committee shall consist of−
(i) a
Chairman to be nominated by the Syndicate;
(ii) two
Professors to be nominated by the Academic Council;
(iii) two
teachers to be nominated by the Syndicate;
(iv) Director
General Health Services,
(v) representative
of Pakistan Medical and Dental Council.
(2) The term of office of the members of the
Committee, other than ex-officio members, shall be two years.
(3) The Affiliation Committee may co-opt not
more than three experts who shall be counted for the quorum of an inspection of
the Affiliation Committee.
(4) The quorum for a meeting of, or for an
inspection by, the Affiliation Committee shall be three.
(5) The Deputy Registrar of the University dealing
with the affiliation cases or such other person as may be designated by the
Vice Chancellor for this purpose shall act as Secretary of the Committee.
12. Functions of the Affiliation Committee.– The functions of the Affiliation Committee
shall be to –
(i) inspect
the educational institution seeking affiliation with or admission to the
privileges of the University and to advise the Syndicate thereon;
(ii) inquire
into complaints alleging breach of conditions of affiliation by affiliated
colleges and to advise the Syndicate thereon; and
(iii) perform
such other functions as may be prescribed by Regulations.
13. Discipline Committee.– (1) The Discipline Committee shall consist of−
(i) a
Chairman to be nominated by the Vice Chancellor;
(ii) two
professors to be nominated by the Academic Council;
(iii) two
professors to be nominated by the Syndicate; and
(iv) the
Teacher or officer in charge of students affairs by whatever name called
(member/Secretary)
(2) The term of office of the members of the
Committee, other than ex-officio member, shall be two years.
(3) The quorum for a meting of the
Discipline Committee shall be four.
14. Functions of the Discipline Committee.– The functions of the Discipline Committee
shall be to –
(i) propose
Regulations to the Academic Council relating to the conduct of University
students, maintenance of discipline and breach of discipline; and
(ii) perform
such other functions as may be prescribed.
