Classification of land record in Lahore and mutatis mutandis in all over Pakistan

1.      Revenue Department (Generally Agricultural Land). Some of Cantonment area also falls within Revenue Department. Extracts from the Register of Record-of-Rights (Fards) are issued being owner. Sale Deed is executed being owner on the base of Fard being maintained by the Patwari (Revenue Record Keeper) of Local Revenue Office of Village even in urban areas.

1.      Excise & Taxation Department (Urban Area). It covers only urban areas and PT-1 is issued being owner. Sale Deed is executed being owner on the base of PT-1. NOC is also required in certain cases.

1.      Lahore Development Authority (different in different cities). It is a statutory authority and includes societies such as Muhammad Ali Johar Town, Allama Iqbal Town, China Scheme etc. Allotment/Exemption letter is issued being owner. Exemption Letter is issued to those whose land is either sold to LDA or comes under compulsory acquisition such as in road or streets or parks etc. Sale Deed may also be got executed at option. NOC is required for mortgage purpose. It is a statutory Authority and recognizes societies in Lahore except to DHA.

1.      Societies – It include all societies except LDA & DHA, i.e., WAPDA Town, Engineers’ Town, Nasheman-e-Iqbal, Valancia Society etc. Allotment letter is issued being owner. NOC is required for mortgage. Transfer Deed may be executed at option and subsequently Sale Deed only is executed.

1.      Defence Housing Authority. It is a statutory housing society primarily lodged for military people. Allotment letter is issued in proof of ownership. NOC is required for mortgage purpose. Lien is marked on General Power of Attorney.

1.      Military Land (Leasehold rights). It is recorded in the name of President of Pakistan. Only leasehold rights are sold but the actual ownership vests in the name of President of Pakistan. Military Estate Office in each city manages this sort of property. Some portion of leasehold rights is managed by Cantonment Board. NOC is required for mortgage purpose. Sale of Leasehold Rights is got executed for ownership.

1.      Housing & Physical Planning Department. It is a government department and responsible for the launching of housing schemes where there is no development authority. Township in Lahore is an example of housing scheme developed by this department.

1.      Punjab Industrial Estate. It is a newly established department covering industrial zones in Punjab. Record of LDA containing industrial sites has been handed over to this department. Primarily area of Township and Sundar Industrial Estate is given to this department.
