NOTIFICATION

NO. SO (IS-II) 3-116/2008. In suppression of this Department’s notification No. SO (JUDL-II)2-10/91 (P-IV) dated 08-09-2008 and in continuation of this Department’s notification of even number dated 17-04-2009 and 07-11-2009 and in exercise of powers conferred under section 2 of the Punjab Shops’ and Establishments’ (Security) Act, 1999, following measures are hereby notified for the Security of Property and Persons connected with the business of Commercial Banks, Exchange Companies and other Financial Institutions.

I)                   INSIDE SECURITY OF COMMERCIAL BANKS/BRANCHES AND FINANCIAL INSTITUTIONS.

1)                  All Branches/Principal Offices with cash in safe limit of over Rs. 10 million (Rupees One Crore) shall deploy three guards, i.e., at least one at the entrance gate, at least one at vantage point for maximum vigilance and third guard shall remain mobile or at a point from where he can exercise maximum vigilance.

2)                  All Branches/Principal Officers with cash in safe limit of Rs. 2.5 million (Rupees Twenty Five Lac) and below shall deploy at least two guards, i.e., at least one guard at the entrance gate and the other at vantage point for maximum vigilance.

3)                  All Branches/Principal Offices shall be equipped with alarm system in proper working condition in a concealed and secure manner and principal offices connected with outside agency/organization for calling for help during emergency. It shall be responsibility of the respective management to ensure that proper linkage of security alarm and respond system with the nearest branch/branches of their own bank or other banks is established. It shall further be ensured by the management that the security alarm and respond system is linked with their respective head offices.

4)                  Safe, lockers, cabinets, DVR recording system for CCTV and other valuable securities should be kept in the strong room.

5)                  The strong room should have a proper steel/reinforced door with dual or triple controls as the case may be.

II)                 OUTSIDE SECURITY OF BANKS/BRANCHES/ATMS AND FINANCIAL INSTITUTIONS.

1)                  All Branches/Principal Offices shall deploy at least one guard at the entry/exit gate. It should be ensured by the management of such branches/principal offices that the guard so deployed exercises vigilance outside the bank branch/premises.

2)                  All Banks/Branches shall install at least one camera of CCTV system for coverage outside the bank entry / exit points.

3)                  All Banks/Branches having ATM machines shall install concealed cameras inside the ATM machines and also outside the room/premises where ATM machine is installed so as to have a clear view outside ATM room/premises. It shall be the responsibility of the concerned branch/principal office that the guards deployed inside premises and at the entrance gate/door keep a vigil at the ATM machine area.

III)              INSIDE AND OUTSIDE SECURITY OF EXCHANGE COMPANIES.

1)                  All Exchange Companies with average daily turnover of Rs. 5.00 million (Rupees fifty lac) and above shall deploy three guards, i.e., two guards inside the premises and one guard shall be deployed outside the premises. One guard shall be deployed at vantage point for maximum vigilance while other guard shall remains mobile or at point from where he can exercise maximum vigilance.

2)                  Exchange Companies with average daily turn over of less than Rs. 5.00 million (Rupees fifty lac) shall deploy two guards. One guard shall be deployed at vantage point for maximum vigilance and other guard shall remain mobile or at a point from where he can exercise maximum vigilance.

IV)              SECURITY OF CASH.

1)                  The strong room shall be under the dual control of the Manager and the Head Cashier or Cashier incharge.

2)                  Cash Counters should have iron grills or glass so as to avoid physical exposure of cash and Cashier with the public.

3)                  Cash should not be transported from Counters for loading or unloading unless both the guards, i.e., Branch/Financial Institution/Exchange Companies’ guards and the guard accompanying the Cash van are present main entrance of the Bank/Branch/Financial Institution/Exchange Companies should preferably be partially bolted from inside during transportation of cash leaving limited space for movement.

V)                SECURITY OF CASH IN TRANSIT.

1)                  It shall be the duty of the management of the Branch/Financial Institution/Exchange Companies that the cash boxes are under dual control.

2)                  Cash boxes shall not be moved out of the strong room unless accompanied by two guards, cashier and designated officer/person.

3)                  Cash boxes shall be fastened to a belt with chain in the van. The chain shall have double locks, the keys of which shall be with the officer/person and cashier accompanying the cash.

4)                  One of the guards accompanying the van shall stay behind the van while the cash is being transported to or from the Branch/Financial Institution/Exchange Companies.

VI)              GENERAL.

1)                  It shall be the responsibility of the Officials/Management/Proprietor of the establishment to ensure that all guards and security vans are hired from licensed Private Security Companies registered under the Punjab Private Security Companies (Regulation and Control) Act, 2004.

2)                  It shall be the responsibility of the Officials/Management/Proprietor of the establishment to ensure that the Private Security Company so hired fulfills all the requirements of law especially with regard to deployment of guards, transporting vehicles, fitness requirements of security guards, maintenance of kote for safe custody of weapons, proper maintenance of weapons, standard uniform by the security guard and supervisor of the private security company in accordance with the Punjab Private Security Companies (Regulation and Control) Rules, 2003.

3)                  All Banks/Branches, Financial Institutions and Exchange Companies shall install CCTV Cameras covering entrance/exit gate, cash areas, entrance area, and ATM places with adequate backup recording in a concealed and secured manner.

4)                  All Banks/Branches, Financial Institutions, and Exchange Companies with cash in safe limit of over Rs. 10.00 million (Rupees one crore) shall establish a dedicated control room for monitoring of CCTV System by dedicated staff during working hours. The control room shall invariable be linked with alarm and response system.

2.         It shall be the responsibility of the Officials/Management/Proprietor of the Establishment to ensure implementation and enforcement of aforementioned measures, failing which they shall be jointly and severally liable to penalty under section-3 of the Act ibid.

3.         The above shall come into force with immediate effect.
